tanks could have been tested wrong?

If anyone is near Minneapolis, Minnesota there are 14 failed tanks listed as not passing Hydro for $10 each pick up only. Could be a bargin if these failed due to wrong testing methods.

If they failed I suspect they failed.
They would make good SCUBA bells.
In California there is a glut on the market of failed SCUBA tanks, all free for the asking and carting away.
$10.00 is a rip off
