That list is at least a year out of date.
H791 in Hawaii is Kona Hydrostatic Testing.

That is a direct link to the DOT/Phmsa website. It's not a dated document. It should be as current as their update frequency allows.

The link appears to be broken due to the page being updated. The page suggests searching for it, which isn't all that helpful....
